Background and Purpose :

The Project Assurance function is responsible for providing :

- An independent assessment of strategic project, programmes and portfolios across the Prudential Group, to assure risks are being managed effectively and a successful delivery outcome of project, programme and portfolios is achieved

- Help to the projects, programmes and portfolios in managing risk and improving delivery confidence

- Assurance and confidence to the Business, project boards and steering groups

Job Scope :

- Partner with professional auditors to undertake Independent Assurance Reviews of highly complex projects and programmes right across the Prudential Group which form part of the Group wide Internal Audit (GwIA) Plan

- The reviews will follow the GwIA Project Assurance Framework, a structured approach that aims to assess the overall - health- of projects against best practice

- The role requires the individual to have considerable experience of delivering complex programmes in order to gain the credibility and respect of the project teams going through the assessment

- Whilst a framework will be in place, the review will rely heavily on expert judgement in order to identify and define appropriate observations and agree on recommendations for improvements

- The Project Assurance Manager will have a wide breadth of experience across all facets of programme management, potentially augmented with areas of specialism e.g. Agile, IT Development, Change Management, etc.

- The Project Assurance Manager will help to refine and enhance the quality of the GwIA Project Assurance Framework through the identification and implementation of lessons learned whilst undertaking reviews

- Become a subject matter expert in Health Check Tools

Principal Accountabilities :

- Excellent stakeholder engagement to ensure stakeholders buy into the assurance report observations and recommendations

- Planning and structuring the Assurance review, development of Terms of Reference, plans, identification and management of dependencies, documentation requirements, identification of interviewees, formulation of detailed final written audit reports

- Matrix line management of temporary internal audit teams in the delivery of audits of projects and programmes

- Accurate, timely & effective status reporting of the assurance process

- Effective management of uncertainty and ambiguity

- Appropriate execution of the GwIA Project Assurance Framework

- Effective use of 3rd Parties to support delivery (if required)

- Matrix Line management of GwIA resources (as and when required)

- Coaching of GwIA auditors in order to grow team capability

Experience :

- Managed 10+ projects successfully, ideally within a programme or portfolio environment

- Managed a minimum of 3 projects with a duration of over 12 months

- Managed a minimum of 3 projects with a budget of - 5m+

- Managed a minimum of 3 projects with staffing level of 20+

- Internal or external Consulting experience (manager level, Big 4) or equivalent

- Programme Audit and, or Assurance experience

- Experience of strategy development and/or design of programmes or portfolios to deliver strategy

- Proven track record of working on diverse and ambiguous programmes

- Proven track record of managing significant, complex and high-valued programmes

- Configuring and leading the delivery of a single large programme or portfolio of multiple projects

- Design and deployment of effective programme/portfolio governance structures

- Managing a large team including both project roles and business SMEs

- Strong understanding of business case

- Experience of operating in a commercial programme and project portfolio structure

- Experienced in Senior Management

- Reporting Hands on experience of project planning and tracking, of resource management and of providing independent assurance

- Knowledge and expertise (technical / role specific) development and the inputs/outputs required to deliver a successful business case

- Personal resilience with the ability to support the team through significant operational change

- Experience in establishing a 1st and/or 2nd line of defence capability within technology, financial and /or delivery business units & institutions.

- Risk Management and Assurance background, preferably within a Financial or Technology company a strong skill set covering programme & project methodologies across all stages of a programme/project lifecycle

- Interpersonal skills and ability to work at all levels within the organisation to ensure stakeholders adhere to programme governance and PMO processes

- Expert stakeholder management skills including ability to challenge at all levels

- Advanced communication (verbal, written, listening) skills (e.g. can present complex data in an easily understood format competent and flexible use of visibility to drive stakeholder behaviours)

- Advanced quality management skills

- Advanced commercial awareness and third party management capability, with demonstrated ability to manage resources across multiple suppliers (e.g. internal, other third parties and contract/consultant)

Qualifications :

The ideal candidate would possess the following qualifications :

- Prince2 / PMP or equivalent

- MSP or equivalent

- AgilePM or equivalent

- CAPM or equivalent
