Programme Director - Industrial Development Centre

The Centre is part of an International Development Organisation supporting poverty reduction efforts of developing countries. The Centre assists the stakeholders in enhancing their technological performance in numerous industrial sectors, including advanced manufacturing technology, and the promotion of cooperation and building up of partnerships. The Centre advances manufacturing productivity as well improves the quality of goods produced. The competitiveness of firms is promoted and enhanced through the transfer of appropriate manufacturing technologies through different schemes

Role and responsibilities :

- Programme Director shall be responsible for overall management and operation of the Centre, and facilitate smooth administration and implementation of the Centre's work programme.

- Will also work for programme, project development and implementation with technical and substantive guidance by the Programme Managers. Duties shall be performed in accordance with the Organisation's applicable rules and regulations and the present job description.

- Role-holder will be required to work in close collaboration with the Government of India and the Organisation on the development of the strategic framework of the Centre.

- Will ensure its work is fully aligned with the industrial development strategies and plans of the country as well as in line with requirements of assisted countries.

- Will need to explore the modalities to establish the position of the Centre as a viable and sustainable provider of services to support India and other countries- national and industrial development strategies. In particular will facilitate and promote the Organisation's mandate in the Centre in numerous industrial sectors, including advanced manufacturing technology, through various schemes.

- Manage the administrative, financial and personnel resources.

- Develop the work programme and ensure its implementation as well as its monitoring.

- Prepare required progress reports, documents necessary for technical review meetings and project steering committee meetings.

- Organize in support for the Government of India the Steering Committee meeting and prepare the inputs required by technical Project Managers at the HQs.

- Ensure close coordination and cooperation for the operation of the Centre, and facilitate communication among concerned stakeholders for the implementation of projects and programmes in India.

- In close collaboration with the Government the Organisation and relevant industry associations, identify advanced manufacturing technologies required for industries in India. For cooperation purposes, also identify countries where the Indian best industrial practices and solutions could be introduced.

- In close collaboration with the Government and relevant industry associations, assist in the identification and development of industrial sub-sector-specific technical cooperation projects focusing on technology transfer and upgrading of SMEs.

- Organize and participate in various global forum activities, such as technology fairs, technology expos, and/or South-South/international cooperation for industrial development with a view to promoting the best technological and industrial practices in India for possible transfer, replication and scaling up, as well as increasing awareness of advanced technologies for potential use in India.

- Organize outward and inward study tours of both Indian and developing countries manufacturing SMEs to best-practice institutions and companies abroad.

- Ensure active participation of Indian industry associations and financial organizations both for programmes of technology upgrading in India and cooperation programmes in other countries.

- In collaboration actively participate in the consultations and negotiation for fund mobilization for the activities of the Centre in and outside of India.

- Where needed and opportunities arise, ensure close operational linkages between the Centre and other projects and programmes in and outside of India through existing field office network, with a view to optimizing the use of resources and contribution to the Organisation's overall objectives.

- Promote active provision of information on and presentation of the Centre operation and programmes with specific emphasis on creating network, strengthening interaction and linkages with the international industrial community.

Qualifications & Experience :

- Master Degree in Management and Engineering.

- Overall experience in Industry and Industry related activities - 15 to 20 years.

- Experience in project formulation, design, implementation, and monitoring and evaluation of projects, including at policy level.

- To this end, experience gained in relation to promotion of inclusive and sustainable industrial development would constitute a distinct asset;

- Experience of handling Intellectual Property Rights related to national and international issues would be an asset

- Experience in working with national/intergovernmental organizations involved in enhancing productivity and competitiveness of industrial enterprises in developing economies;

- First-hand experience of activities related to poverty alleviation in developing regions desirable;

- Experience in and good understanding of the Development Sector system and/or the Government of India's desirable.
