General Description:  - Leads, manages and coordinates for the Revenue & Capital spend for the company, especially all Research related procurements in connection the start-up lab and the new R&D Center Mumbai project:  - CapEx related procurement of lab equipment for new Research Center and Start-up labs  - Procurement of all R&D MRO items and service and maintenance relating running the R&D Center  - Procurements of all research chemicals, lab consumables & glassware required to conduct Research operations in Mumbai  - Provides advice to Director Innovation Campus on procurement related matters  - Receive Functional, business and general operational guidance from the Central procurement team Objective  - Assist the Head of the R&D in developing the procurement policy and procedures for the R&D Center  - Serve as a single point of contact, leads and manages all Research related procurements  - The Procurement Manager will work closely with the Indirect Procurement head and leads activities of R&D category management  - The Procurement Manager is responsible for Research procurement for lab/R&D category and general operation category  - Responsible to deliver projects, initiatives and savings and execute Supplier Performance and Innovation  - Responsible for optimizing R&D procurement processes to ensure timely delivery of chemicals, lab equipment and consumables as per schedule  - Develops the procurement strategies for the identification, development and periodic evaluation of the vendors  - Responsible for the new R&D Centers lab equipment procurement  - Works as part of Central procurement team on the functional front and administratively reports to the Director Innovation Campus  Main Tasks:  - Responsible for both lab category and general operation category procurement including managing purchase requests, setting up basic sourcing plan, obtaining quotes from vendors, following up on PO status  - Responsible for evaluation of quotes and commercial negotiation with vendors and capture savings and cost avoidance for stakeholders  - Responsible for contract management and execution; measure supplier performance by KPI implementation in terms of price, availability, delivery times and service  - Develop and implement procurement procedures for lab chemicals & consumables based on annual rate contracts  - Responsible for supporting the development of category targets, and delivering savings targets where appropriate  - Responsible for assisting the consolidation of information and reporting to inform the Procurement KPI’s and establishing the ISO systems  - Responsible for supporting the collection of supplier, market, category and internal business information at both the category and sub-category levels  - Responsible for providing project management support to specific projects (if required)  - Responsible for tracking & documenting risk and issue management  - Responsible for the P2P transactions relating to the R&D labs  - Participates in capital project team meetings relating to R&D, identifies areas to improve cost and schedule, mitigates risk, manages claims avoidance, negotiates contracts and purchase orders and resolves issues  - Major focus on timely order placements, follow up and delivery of the equipment’s, chemicals and services  - Prepare bidders lists, risk register  - Identify, audit and develop new chemical vendors inside and outside of India  - Coordinate and monitor order placement and capex amount spend  - Coordinate effective change order management  - Expediting and follow up including the visits to vendor’s workshops /offices  - Oversees procurement activities assigned by the HOD from time to time and ensures compliance of procurement guidelines, policies, procedures and processes  - Responsible to handle all audits both internal and external relating to the procurement  Profile Requirements:  - Should be well versed with the central and state taxes applicable to capital procurement, will able to design cost effective solutions by effective Tax planning  - Should be conversant with the Indian Laws and Regulations applicable for, contract terms and conditions, labour and other statutory laws  - Should have hands on experience with import rules and regulations and customs matters  - Past assignment should have been associated with any large R&D Center either as coordinator or as a procurement manager with capex of at least 20 crores/y  - Familiar with the LC, Forex payment mechanisms  - Familiar with vendor selections/Audits/Reviews on financial sides and performance Assessment  - Familiar with the Frame contracts for the consumables, glassware, research chemicals  - Good Knowledge about the R&D related lab capital equipment’s  - Good knowledge about the international markets on the alternate source of supplies  - Well versed in English  - Experience with contract management  - At least 6 years procurement experience of chemicals/lab equipment in chemical or Pharma or CRO industry  Regional procurement - Technical:  - To work very closely with technical procurement Hub in India  - To work closely with the Regional Procurement team in identifying /developing the Indian vendors for the lab equipment and Asian vendors for research chemicals and lab consumables  People Management:  - There is no subordinate for this position. Should be able to handle independently  General procurement activity:  - Hands on experience on SAP or any other ERP systems  - Implementation of system tools and support to process in dynamic environment  - SAP knowledge on the Automation tolls like SRM  - To comply with the corporate procurement policy in day to day operations  - MIS for the procurement activity data analysis  - Spend management
