Our client is a global IT-Managed services organisation catering extensively to the oil & gas and engineering verticals. To support our client's growth, we are looking to recruit confident and customer focused IT&S PMO Manager (based in Muscat, Middle East) who will lead and direct the IT&S project office for a major project in Upstream Oil and Gas.
The successful candidate will be accountable for consolidating progress, forecast updates and providing the Program Manager with regular reporting. The role holder must therefore proactively monitor PM delivery and performance and produce effective MI that ensures project milestones and deliverables are met. The successful candidate must have extensive experience in a similar role in Oil and Gas and must be capable of managing the following core responsibilities:
KRAs:
Manage PMO interfaces between the IT Programme and business stakeholders
Produce overall IT&S programme required artefacts (consolidating the reports, plans and logs from individual projects) and ensure timely provision to key organization stakeholders
Deliver MI and drive trend analysis that can aid IT Management to actively lead their projects/program me and make rapid and well-informed decisions
Ensure charging mechanisms are aligned to the procurement plan/approvals and manage/track all spend to support audit and cost recovery
Manage the Life of Field estimate forecast and the IT submissions and commentary to the Oman government for Affiliates and Annual Work Plan & Budget
Track and report programme level risks, dependencies and issues and support PMs in their identification and assessment associated with their projects
Manage the Programme Governance and Review Board for approvals on budget scope, schedule ad change
Manage project performance toll gates to ensure the programme is meeting KPI and milestones
Manage functional verification to ensure the projects and programme in the assigned portfolio confirm to requirement
Direct the programme/project team in the effective use of PMO/PM standards, policies, processes, tolls and artefacts
Coordinate the delivery of the required project artefacts and ensure adherence to PMO/PM standards through project delivery reviews
Proactively develop and contribute to lessons learnt and best practices and drive adoption within the programme and PMO community practices
Mentor, coach and develop all direct reports and provide feedback to inspire co-workers to attain goals and pursue excellence
Comply with and enforce adherence Company standards, policies and procedures
Candidate Profile: Engineers / Graduates in Computers / IT preferably with (Project Management qualification APM, PRINCE2, MSP) and having 10-20 years relevant experience. The successful candidate must preferably have prior experience working in the Middle East and should be flexible to travel within UAE, Oman, UK and Europe.
Extensive experience in a project services or PMO role within a large scale global Oil and Gas programme of work over multiple business units and geographies
Extensive experience of Project Control principles and processes
Excellent communication, analytical and value creation skills
Proven Skills in building relationships to get results
Strong attention to detail
Willing to challenge and be challenged
Experience within an Oil and Gas production sharing agreement environment - desirable
Experience of Oil and Gas Upstream IT&S technologies and tools - desirable
