Job Purpose :  To support the local Staffing function in providing top talent to the client organization with appropriate talent to fill open positions; to provide excellent recruitment operations, products and services to clients and the HR team and to contribute to making the Staffing function a Center of Excellence  Major Accountabilities :  Strategy & Planning :  - Lead and drive the hiring planning meeting with the Line function heads to   - Review the position requirements/job description, the candidate profile and salary/level benchmarks  - Develop a recruiting/sourcing strategy (where and how to find the right talent)  - Identify screening criteria and interview panel/roles and responsibilities.  - Educate the Hiring Manager on the recruiting process and Brass Ring process and agree on cooperation between Staffing and Hiring Manager  - Ensure that the plan is implemented effectively to facilitate closure of open positions  Process Management :  - Ensure 100% compliance of recruitment tool (Brassring)  - Provide accurate documentation to facilitate offer and on boarding process including pre-employment background verification and pre-employment medicals  - Adhere to all compliance as per Novartis guidelines  Monitoring & Control :   - Support adherence to relevant labor and employment law and, when necessary, manage labor relations, including relations with external labor organizations through HRBPs.   - Support compliance with legal framework, SOX requirements, etc.   - Initiate key HR Projects.   - Support adoption and adherence to Novartis HR practices and policies, assuring that these are transparent to the respective organization.   People & Organization :  - Coordinate and support the services, processes, and projects in scope.   - Provide support in managing external associates, vendors, and IT team  Key Performance Indicators :  Candidate Sourcing, Selection, Hiring :   - Vacancies filled per month, quarter, per annum meeting hiring targets   - Time to hire aligned to benchmark targets for recruitment process   - Cost per hire aligned to benchmark targets for hires   - Prior years hires performance and retention aligned to benchmark targets   - Line clients and HR colleagues surveyed for service satisfaction
