Job Description :

Senior Manager - Procurement, MSD India.

Position : P-3

Reports to : MSD India Procurement Head

Position Overview :

Basic Functions & Responsibility :

Essential function(s) includes, but is not limited to :

- This position is responsible for managing procurement activities including the supporting of business unit(s) operating and strategic plans. It entails understanding of supply strategies and agreements in ensuring that the stakeholders- requirements are met in full and in a timely manner.

- Develops local sourcing strategy for the locally sourced categories, based on supply and supply market analysis, supplier diversity and cost models and also provides information for input into various spend categories.Closely works with Global and regional CoEs- in implementing the global /regional projects in the local market.It maintains a strong alignment to global and regional sourcing strategies through the Global Operating Framework team processes, including its policies and procedures. It supports in managing key Supplier relationships and tracking of KPIs. Identifies and documents all value creation initiatives, including cost reduction, profit plan improvements and working capital improvement in the local categories managed by this position.

- Additionally, this position is responsible for planning and conducting negotiations as well as leading and conducting RFPs, RFQs and quotation analysis for local spend. It is also responsible for managing and meeting the payables, spend-concentration and supplier diversity initiatives and targets.

Key Responsibilities (includes, but are not limited to) :

Strategic Planning, Analysis and Category management :

- Develops local category strategies for indirect spend categories in India. Collaborates with regional and global CoEs- in development of regional strategies and ensures their local implementation.

Establishes and manages cross-functional teams (marketing team, distribution logistics team and other functional stake holders) to support and develop value-enhancing projects and sourcing strategies.

- Leverages industry network and knowledge of best practices to establish optimal short-term and long-term sourcing and planning initiatives

Contributes to identifying and implementing initiatives that reduce costs and improve vendor performance (e.g. quality and on-schedule delivery of goods & services)

- Conducts comprehensive analyses of sales, demand, and capacity forecasts to assist in ensuring maximum productivity and value creation. Oversees the implementation of well-defined internal/external forecasting methodologies and analytical processes.

- Takes accountability for evaluating analytical reports related to spend and vendor transactions to identify potential opportunities, mitigate financial risks, and minimize inventory investments.

Sourcing Management and proactive cost management :

- In alignment with Global and regional strategy, uses the Sourcing Management Process to manage assurance of supply, quality, service, cost, innovation, regulatory and compliance (AQSICR) program, to create value and also to ensure adequate risk management.

- Assists in analyzing the opportunities and enables value creation, including potential savings and working capital optimization through improvement in payables and supplier consolidation.

- Promotes the use and sharing of best practices across business units in all MSD Locations.Partners with cross-functional teams to ensure better alignment of procurement processes and policies with internal business requirements

- Promotes continuous review of current work flow and transfer of information to achieve timely procurement support and quality compliance

- Manages the conversion of strategic sourcing strategies into actionable and measurable procurement activities

- Provides overall guidance in the development and seamless execution of integrated procurement systems/tools

- Oversees staff and user compliance with legal, financial, and procurement policies and procedures within corporate and local areas

- Recognizes potential problems at an early stage and proactively develops and implements action plans at the local level

Client and Vendor Relationship Building & Management :

- Acts as the primary contact for negotiating and managing key vendor/supplier contracts

- Participates in continual management discussions to ensure key business requirements are in alignment with sourcing strategies. Identifies and develops key internal network to enhance relationship building/management

- Leads the evaluation and selection process for vendors and suppliers based on profile and cost-benefit analyses, meeting AQSICR principles.

- Takes responsibility for managing preferred supplier relationships and resolving complex performance issues (e.g. quality, delivery, commercial, pricing)

Contract Administration and Operations :

- Advises contracting team(s) on the establishment of favorable contractual terms and conditions

- Consults cross-functional teams on the financial viability of medium- to large-scale contract development and negotiations

- Encourages and promotes re-evaluation/re-engineering of existing contractual processes and contract management to ensure alignment with overall sourcing strategy

- Executes/implements sourcing methodologies with emphasis on ensuring the quality of the sourcing process

- Oversees contract database management and e-sourcing databases and ensures its timely updating.Encourages and supports contract development training to ensure consistent adherence to company policies and procedures

Skills, Knowledge, Experience, Qualifications :

Qualifications :

Education : BS in Business, Finance, Engineering or related field strongly preferred. MBA, Materials management or advanced degree is desirable.

Experience : 7 to 10 years of experience in procurement, commercial, business, operations function required. Experiences to include Sourcing category strategy development, SMP (sourcing management processes), stakeholder management and supplier performance management.

Skills : Knowledge of Indirect Procurement. Flexibility and demonstrates Merck Leadership Standards at the Manager or Manager of Managers level, with particular strengths in Championing Change, Communicate Candidly, Build Talent, Achieves and drives Results. Make Rapid, disciplined decisions, Act with Courage and Candor, Demonstrate Ethics & integrity. Focus on customers and patients
