VSO Zambia and the Ministry of Gender and Child Development have been in dialogue to identify the most appropriate support VSO can provide the Ministry in the short and medium term. VSO has proposed that the capacity of the Ministry and its staff be strengthened - initially at national level - with support covering the provision of technical expertise, training, research, mentoring, and other capacity-building initiatives, as well as systems development.

Support will be provided through the deployment of three volunteer advisors in the areas of: Results Based Management Systems (RBMS), Management information systems (MIS) and Planning. These advisors will be based at the Ministry to enable institutional and staff strengthening

Roles & responsibilities for MIS Advisor:

- Help with development and integration of a Gender Information Management System (GIMS)

- Facilitate the development of a GIMS for all Ministry of Gender and Child Development departments develop a functional internet system to support e-learning activities and access to MGCD resources for staff

- Identify IT skills gaps and training needs for MGCD staff

- Conduct capacity building / mentoring of the Information Technology Officer, as well as Ministry staff on IT skills gaps

Skills, Qualifications & Experience Required

- Postgraduate Degree in Computer Science, Information Technology and/or Management Information Systems; ideally with specialization in developing M&E systems

- 3 years of practical experience in designing and managing computerized M&E Management Information Systems (MIS)

- Strong experience in IT related training and capacity building

The volunteer needs to have experience in a senior role in a government line ministry, particularly in a developing country.

You- ll be based in the town of Lusaka, which already has an established VSO volunteer community. English is widely spoken and facilities are good, although occasional power cuts may occur.

In terms of financial support, VSO will cover the following costs:

- medical insurance

- return flight to get you to, and home from, your placement

- accommodation

- 2 kinds of Volunteer allowance given monthly-Home country funded allowance & local salary to cover your basic living expenses in placement country
