Organization Background :

Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA) under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.

IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarhoea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF), Central and State government.

Job Description/ Responsibilities :

Reporting to the Deputy Director- HR Systems, the HR Systems Specialists will be providing support to the Department of Medical Health & Family Welfare, Uttar Pradesh, in implementation of HRIS, and improving recruitment processes, HR planning, Performance Management.

Key Roles and Responsibilities :

- Implementation and operationalization of HRIS (Manav Sampada)

- Ensuring hand-holding support is provided at state and district level;

- Leading the setting and management of the PMU to be set up for operationalization of HRIS;

- Ensuring regular and timely availability of data/reports with the concerned departments for HR related decision making;

- Planning and ensuring necessary budgetary approvals, from GoI, for operationalization of Manav Sampada, as required;

- Supporting the Deputy Director in developing strategies for helping the department improve the efficiency and quality of its recruitment for contractual staff. (3) Leading the support that TSU provides to the department in expedited recruitment;

- Supporting the department in devising improved systems for filling gaps especially for doctors/specialists;

- Conducting desktop based and primary research into best practices for improving HR systems and policies and provide actionable recommendations;

- Supporting the department in seeking appropriate approvals, from GoI, for implementing innovative strategies for addressing HR gaps, as required;

- Supporting the Deputy Director developing tools and strategies for performance management and organizational restructuring of the department;

- Any other responsibilities given by Deputy Director, HR Systems.

Qualifications, Experience And Competencies :

Qualification :

- Applicant must be a graduate from a top- tier Institute/ University;

- Applicant with MBA in HR, Master's in Public Health or Social work, or equivalent qualification will be preferred.

Experience :

- Applicant must have a minimum four years of relevant experience in handling HR systems/ operations for medium-large organizations/departments or working on govt./non-govt. systems;

- Applicant should have experience of helping government/organization implement/roll out at least one large-scale project or at least one IT project;

- Experience of working with any government (Centre or State) departments in addition to at least two years of experience in strategy and program implementation will be preferred.

Skills and Competencies :

- Demonstrated experience in managing medium-large scale projects with data and knowledge of appropriate tools for managing

- Excellent written and interpersonal communication skills

- Demonstrated cross-cultural, teamwork skills and ability to foresee issues and initiate appropriate action

- Must be flexible and able to work in a challenging environment

- Good computer skills.

Compensation Offered :

- Gross annual remuneration budgeted for the position ranges from Rs. 10 to 14 lacs per annum. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
