To effectively manage and coordinate the Infrastructure facility management, procurement general administration at 250+ locations in major towns with 0.4 Mn. square feet of office space to high quality, cost effective and audit standards.  The role of the Procurement and Facilities Manager is to coordinate all procurement for the office for sign-off (as appropriate), manage supplier relations and general administration & up keep management in line with corporate and local CMS policy and to ensure the office premises and other facilities are fit for purpose, customer friendly and meet corporate standards and local statutory requirements. The post holder is also responsible ensuring the office security at higher standard.  The post holder will also lead on a project to refurbish the current premises.  This post will have a cross functional relationship with operations & admin. teams in Regional office.   The post holder will line manage Admin Officer, who have functional responsibility ensuring the effective working of any arrangements related to admin., cleaning, maintenance services, real estate and procurement related activities.  General Admin & Facility Management  Partner with leadership team, to include, COOs office, Regional Business Heads & Finance, regarding admin & real estate strategies, financial management.  Manage existing office services, facilities and procurement team.  Initiate and direct planned maintenance programs for a variety of service contracts, while developing best practices and innovative implementation strategies.  Plan, schedule and inspects short and long-term facilities maintenance management initiatives, including preventive maintenance and repair/installation projects, HVAC, plumbing, electrical and all on-site construction initiatives along with the operations team.  Prepare comprehensive project costs on all new branches and renovation and keep track of above costs to be within approved Capex and budgets.  Should have control over all project Management areas of Planning, Coordination, Resource Management, Execution, Monitoring and Controlling  Oversee mailroom operations including design and logistics for all incoming, outgoing, internal distribution as well as management of all returned mail functions.  Supervise all activities related to caf services.  Manage relationships with maintenance, security and IT to maximize a smooth delivery of services across offices.  Procurement   Oversee existing Procurement team while recommending, developing, implementing best practices procurement strategies related to contract negotiations and vendor selection.  Manage capital budget improvements and project initiatives while delivering detailed procurement reporting and cost savings tracking.  Provide oversight and guidance related to direction of financial, contract, and customer strategies for the facility.  Review and approve capital expenditures for facilities equipment, office supplies, materials and additional requirements based on project.  Manage contractor specifications, problems/issues, performance and administration.  Preparation and negotiations of terms and conditions of payment, scope of work, TATs, SLAs, LD clauses.  Preparation of RFQ based on scope of work and floating to vendor for quotes for various services.  Sign-off agreements / rate contracts with various vendors for AMCs, services, projects etc.,
