Overview:  Founded in 2002, by President William J. Clinton and Ira C. Magaziner, the Clinton Health Access Initiative, Inc. (- CHAI- ) is a global health organization committed to saving lives, reducing the burden of disease and strengthening integrated health systems in the developing world.  In India since 2004, CHAI has worked on various initiatives with the Ministry of Health and Family Welfare (MoHFW) and has served over 350,000 people in the country, including children, mothers and caregivers.  Supply Chain Initiative  Well-functioning supply chains to deliver essential medicines, vaccines, family planning commodities and other health products form the mainstay of a public health system. A mature supply chain not only delivers essential medicines and health products to the target population, but it also returns critical information regarding the need, demand, and consumption of these commodities to health system decision makers and managers. While health product supply chains in India have improved over a period of time, enduring infirmities pertaining to inefficient procurement processes, ineffective inventory management, lacklustre distribution mechanisms and variable data visibility continue to hamstring Government of India's (GoI) ability to respond to the healthcare needs of the country's population.  GoI in recent years has launched several initiatives to improve the country's health profile, one such initiative is focused on improving the availability and uptake of family planning services, however, amongst other factors the success of this initiative will depend on consistent availability of key commodities at health facilities for beneficiaries to access readily.  To improve the supply chain performance of health systems in Bihar, and improve data visibility into family planning commodities across the health value chain, CHAI is launching a Family Planning initiative to work across four areas as outlined below, working with the Ministry of Health and Family Welfare and the Government of Bihar.  Improving procurement, forecasting, warehousing and distribution norms for the health system in Bihar  Strategically planned and managed operational rollout of the new Family Planning (FP) Management Information System (MIS) across seven states in India  Trainings to users of the new FP MIS in the seven target states  Handholding and root cause analysis based solutions for the low uptake facilities  Position  The Program Manager - Supply Chain Initiative will be responsible for spearheading CHAI's Supply Chain strategy, working closely with both the Ministry of Health and Family Welfare (MoHFW) and the Government of Bihar.  This work will focus on managing a competent team at the centre and in the state of Bihar, to develop and drive the program's strategy, managing stakeholders from all the target states and other development partners to achieve the program objectives.  CHAI is seeking a highly qualified and motivated individual with strong analytical and quantitative skills and an exemplary record of leadership and management. We place great value on relevant personal qualities: resourcefulness, responsibility, tenacity, energy, and work ethics.  Responsibilities:  The Program Manager will be expected to:  - Conceptualize, plan and coordinate strategic initiatives with key stakeholders for strengthening supply chain processes in the target states  - Manage an ambitious work plan, which includes both short and long-term activities, and which requires effective coordination among partners and CHAI teams  - Manage a cross-sectoral team by establishing program goals, supervising task execution and monitoring project progress  - Play a significant role in strategizing and building new ideas and concept  - Lead the planning and rollout of FP MIS in the seven target states, working with multiple stakeholders; responsible for ensuring that project KPIs are met  - Oversee the training for FP MIS in the state of Bihar, working closely with the state team, and ensure that the M&E targets are met  - Establish strong, collaborative relationships with the Ministry of Health and Family Welfare and the Government of Bihar and support government leadership and priorities.   - Work closely with the national and state level stakeholders to identify and bridge gaps pertaining to supply chain, capacity building and monitoring and evaluation  - Co-ordinate with other local and international development partners to leverage complimentary expertise, funding and/or relationships.  - Draw on CHAI's global and local expertise in demand generation and supply-side engagement proactively and work in a collaborative manner with cross-cultural teams.   - Should be willing to travel short notice within India with over 40-50% travel  Qualifications:  Fluency in English & Hindi  - 8-10 years of relevant work experience; with 5-8 years preferred strongly preferred in a demanding, results-oriented environment- a background in healthcare, strategy consulting, or a related field  - Strong interpersonal skills  - Highly entrepreneurial and with strong self-motivation  - Experience in the planning and execution of large scale projects, including supply chain management, budgeting and activity planning  - Demonstrated success in coordinating various stakeholders/interests (public sector engagement would be highly relevant) and developing strong relationships in order to drive a process successfully  - Strong problem solving skills and analytical capabilities, as well as creative thinking capabilities  - Ability to multi-task, set priorities, and be effective under tight deadlines and in high-pressure situations  - Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment  - Ability to work independently, flexibly and responsively, with a strong commitment to excellence.  - Excellent written and oral communications skills and a high degree of self-confidence  Preference  - MBA from a reputed Business School; or Bachelor's degree with exceptional experience  - Work experience in a consulting, investment banking or a fast-paced results oriented organization  - Experience working with the public sector and managing cross-sectoral team  Location/Base - New Delhi, India
