PSI harnesses the vitality of the private sector to address health problems of the low-income and vulnerable populations using social marketing to achieve positive behaviour change by promoting ideas, products and services conducive to better health. PSI promotes and distributes 11 health products, using commercial channels and outlets to make available quality health products at affordable prices. The basket of products includes condoms, oral contraceptives, intra uterine devices, emergency contraceptives, ORS, water purification solutions; IFA tablets; clean delivery kits and pre-packaged STI treatment kit.  BetterBirth is a collaboration of the Government of Uttar Pradesh, Harvard School of Public Health (HSPH)/Ariadne Labs, Population Services International (PSI), Community Empowerment Lab (CEL), and the World Health Organization (WHO), with support from the Bill & Melinda Gates Foundation. The BetterBirth Program will be implemented in 120 Public Health Facilities across Uttar Pradesh, India, covering 172,800 childbirth events. The program focuses on the adoption of Essential Birth Practices through the effective use of the WHO Safe Childbirth Checklist, a 31-item guide, along with peer-support coaching in the health facilities for all birth attendants. The coaching intervention will last 8 months where changes in birth attendant behavior, as well as impacts on maternal and neonatal mortality, will be assessed. Out of the 120 facilities, the implementation of WHO SCC-based package will be carried out in 60 randomly selected health facilities and compared with 60 non-intervention package health facilities. We expect the first 30 sites to be complete by end of 2015 and the full trial to be completed in mid-2017."  For more information please visit http://www.psi.org/india  Reason for hire:   - Population Services International, India seeks an experienced professional to serve as Chief of Party - BetterBirth Program as the current incumbent is moving onto a different role internally.   - This position will support the State Director - UP and provide overall strategic, and managerial oversight for the Safe Childbirth Checklist Project being implemented by the Harvard School of Public Health (HSPH) with financial assistance from the Bill & Melinda Gates Foundation (BMGF) (Donor).   - The incumbent is expected to take the lead in strategic planning and implementation of the project; be responsible for and manage all donor and partner relationships. This includes working closely with Harvard Better Birth team to streamline efforts and ensure complementarities of projects.   - He/She will additionally need to ensure timely and cost-effective project implementation, reporting of activities and will be responsible for all project deliverables of the BetterBirth Project to Harvard.  Responsibilities & Results:  - Provide overall leadership and direction to the program;  - Oversee program administration, implementation, procurement and fiscal management in close collaboration with key team members and subsequent reporting to donor;  - Liaise with Harvard Better Birth team on overall program management including tracking tasks, identifying and addressing gaps and other needed activities to meet program objectives and deliver results;  - Ensure the project is implemented in compliance with research protocol and ethics procedures and strategic approach developed by WHO, HSPH, CEL and PSI.  - Facilitate creative solutions to challenges to implementation; develop and suggest solutions that are implementable and respect confines of research environment;  - Provide updates on the progress made, direction, approaches and successes of the program to donor and partners, and internally within PSI;  - Manage program staff performance, including routine feedback, regular supportive supervision, performance appraisals and capacity building  - Develop and manage external relations with Harvard, donor (at UP level), government, NGOs, and commercial entities;  - Contribute to knowledge management efforts across PSI platforms;  - Liaise with PSI/Washington departments on budgeting, forecasting, reporting, and analysis (both programmatic and operational);  - Ensure that the project is contractually compliant and completing all deliverables;  - Ensure compliance to Harvard and donor rules and regulations as well as organizational policies and procedures;  - Provide technical expertise to Director Programs, key managers and other State staff;  - Strengthen the capacity of and transfer skills to staff enabling them to take ownership of their jobs and to independently implement, manage, and improve business practices and technical services;  - Contribute to State level strategic planning;  - Assist State Director and senior staff to establish and enforce policies and procedures;  - Develop and implement systems that result in improved operational efficiency and reduced organizational risk;  - Any other activities identified by the State Director - UP as critical to the success of the program and PSI’s state focus.  Must Have:  - Master’s in Medicine, Public Health, Hospital Administration, Business Administration with specialization in Operations Management or Master’s in Public Administration.  - Minimum 12 years of relevant experience in managing large scale operations. Past experience with field based research, M&E frameworks and innovative models in the relevant field;  - Proven leadership skills and expertise in strategic program planning, implementation and management;  - Understanding of donor’s regulations and compliance, reporting requirements, and health strategic framework;  - Demonstrated expertise in managing a range of internal and external stakeholders including team members, donors, civil society partners and government officials.  - Experience to develop technical solutions to technical problems/issues and operationalize complex technical requirements to staff at all levels;  - Excellent interpersonal, written and oral presentation skills.  Preferable:   - Ability to work in a complex environment charged with multiple tasks, short deadlines and intense pressure to perform;  - Exposure to health programs preferable maternal and child health;  - Ability to anticipate challenges and engage in preventative planning;  - Ability to communicate effectively, instilling trust and confidence;  - Experience designing and supervising activities with a facility/community interface;  - Experience on Research Studies (preferred).  Travel: Extensively in program areas around 60% of time  Please Note: Only shortlisted candidates will be contacted.
