Barclays - VP - Finance Control (8-15 yrs)

Overall Job Purpose :

This role is responsible for providing control expertise, assurance and attestations around core numbers reported within the financial statements, direction for Financial Control-based decisions and driving resolution of key business issues:

- the strategic direction and decision-making own SBUs (Strategic Business Units)

- maintain a robust Financial Control environment in own area of focus

- influencing or guiding other areas/projects across or related to Banking and Investment Product Control; including Personal & Corporate Bank Operations and Banking and Investment Centre

Role holder will be commercially astute with the curiosity and ability to understand the implications and significance of the information that they will be managing.

Main accountabilities as follows :

- Senior stakeholder relationship management - Financial Controller team, Finance Business Partners, and Accounting Operations teams

Financial Control Manager is responsible for:

- Ensuring the finance control team provide timely and accurate completion of all month end close activities across all Banking and Investment SBU's including compliance with AO&R policies within SBUs

- Technical accounting - compliance, advice and query resolution for all Banking and Investment SBUs

- Aspects of financial control around SAP for SBUs

- Accountable for overview and consideration of all SOX controls owned and operated within SBUs and Banking and Investment FC

- Delivery of - no surprises- reporting by ensuring a proactive approach to the identification and management of Financial Control issues or weaknesses

- Drive resolution of issues and best practice across Banking and Investment product control

- Ensure own team is resilient to change through effective cross-training

- Liaison point for external auditors for financial control issues in own areas of focus

Risk and Control objective :

- Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Barclays Operational Risk Framework and internal Barclays Policies and Standards.

Key Accountabilities & approximate time split :

The jobholder may be required to do the following activities:

Financial Reporting and Control - 30%

Competency Level : Advanced

- Provides technical, analytical and business knowledge and is seen as adept on financial control & reporting matters Up to date with all regulatory changes and can articulate impact to the business

- Has a deep understanding of the end to end process and financial control framework and uses this to manage the team to deliver the right level of operational control.

- Ensures FD/CEO has confidence in the control framework in place.

- Well informed on current industry thinking; sharing knowledge and best practice with colleagues and internal network.

- Responsible for proactively identifying continuous improvements to the financial control framework and works to deliver them in a consistent accounting treatment across Banking and Investment products.

- Accountable for compliance to Group Policy.

- Supports the impact assessment of regulatory change for own Banking and Investment products

- Actively involved with setting and implementing policy for own Banking and Investment products.

- Influences strategy for the Financial Reporting & Control team by drawing on their previous work experience and roles bringing fresh insight and looking for best in class solutions and processes

- Runs detailed and complex analysis of the UK Banking and Investment business to include Profit & Loss, Balance Sheet and Off Balance Sheet to support;

- Owns and provides fit for purpose commercially focused commentary in the CFO and Balance Sheet review packs

- Provides recommendations for areas to focus on and complete further in-depth investigation to mitigate risk and/or control issues

- Uses an innovative and fresh approach to critically review all operating processes and provide recommendations for improvements and efficiency savings/reengineering opportunities

- Negotiates with the Group Financial Control team and achieves consensus through conflict resolution when dealing with reporting issues raised by them during key reporting periods

- Responsible for keeping up to date with changes to the regulatory and compliance environment and assesses the impact to business area. Ensuring that the Business Partners are kept informed of the changes and how they impact their related business

- Assures the integrity of the products and services provided.

- Ensures attestation process for own Banking and Investment products is completed accurately and timely on a quarterly basis.

Business Performance Management - 15%

Competency Level : Advanced

- Develop performance management strategies, which are supportive of overall business and Group strategy. Utilise external network to provide insights into cost management. Setting targets aligned to external benchmarks.

- Understands and can clearly articulate changes against targets set and actively recommends and implements corrective actions.

- Develops innovative opportunities to improve processes/products and exceed customer expectations.

Decision Support - 20%

Competency Level : Advanced

- Proactively involved in decision making process and evaluation of proposals for Banking and Investment products.

- Challenges rationale with clarity and intuition and brings creativity and innovation to alternative solutions.

- Can clearly articulate impacts of scenario analysis and put forward solutions/ recommendations for consideration.

- Understands benefits of investments; articulates risks, issues and their financial implications.

Business Education - 10%

Competency Level: Intermediate to Advanced

- Ensure financial strategy communicated effectively across own Banking and Investment products.

- Strong relationships in place with all key stakeholders.

- Generates energy and excitement for the Finance vision.

- Keeps up to date with current thinking and shares best practice.

- Utilises external network to support the education of the Senior business executive on commercial /industry thinking; eg: gaps in knowledge and financial understanding within or across Banking and Investment products.

- Implement a planned approach to coach peer group on finance-related activity.

- Prepare material and deliver as appropriate in various situations from induction to senior executive.

Strategy & Planning - 10%

Competency Level : Advanced

- Sought after for views and ideas and a key member of the senior business management team implementing strategy.

- Uses extensive business knowledge, together with breadth of understanding of the wider economic climate and benchmarks to influence business targets.

Team Development - 15%

Competency Level : Intermediate to Advanced

- To lead and motivate staff, creating an effective virtual team on and off-shore by identifying individual and team development needs and providing coaching and recommending and / or arranging training.

- Responsible for developing people and process capabilities to raise the performance bar in own area.

- Creates - a right first time culture- and sets quality standards.

- Undertake regular performance management, development, coaching and motivation for the Financial Control team in Noida, ensure training plans are created and implemented.

- Ensure changes to operational processes within the team are implemented in a timely and effective fashion. Ensure staff concerns regarding process change are anticipated, addressed and resolved.

- Create and implement succession planning for the team.

- Ensure recruitment, where required, is undertaken in a timely and effective manner and ensure smooth induction of new hires in the team.

- Groom and mentor the team to handle wider span & higher responsibilities.

- Build effective communication channels to ensure open communication and address issues / concerns raised by the team.

- Respond and resolve issues arising out of work or from within the team across departments that may have a bearing on team effectiveness.

Person Specification :

Knowledge and Expertise :

- Strong financial background experience.

- Experience of working with Senior Management including Senior Executive level.

- Track record in delivering to tight deadlines under pressure.

Experience and Qualifications:

Satisfies The FSA Criteria For An Approved Person, Both Initially And Ongoing (applicable to Approved Roles only)

- Financial accounting or control in major business area or finance function.

- Proven leader of teams of finance professionals.

- Formal accounting or business qualification e.g. ACMA, ACA, ACCA.
