MANAGER - Plant HR  Plant HR or IR experience in mandatory.  QUALIFICATION - GRADUATE FROM - XLRI, SMBHRD, TISS, MDI, SP JAIN, XISS, NMIMS (2010, 2011 2012 OR 2013 Batch) only.  JOB PROFILE : To ensure compliance with Labour related statutes and administer employee benefits for unionized employees  The candidate must have comprehensive knowledge of Statutory Compliance & Industrial Relations and should have had 3 to 6 years experience in Industrial Relations and must be willing to work in Saharanpur. must have a post-graduate degree from a Tier II Institute and should preferably belong to the East.   PURPOSE STATEMENT  To ensure systematic implementation of ER strategy in the factory to leverage human resources for higher people productivity, greater quality and cost consciousness, and harmonious industrial relations.  DIMENSIONS  Position : Asst HRM, factory  Subordinates : 1 Secretary ( Shared / Dedicated)  Review Budget: PSW + EB as applicable  PRINCIPAL RESPONSIBILITIES  To ensure cordial harmonious industrial relations at the department level.  To ensure compliance with all work norms and work practices for unionized employees as agreed in Long Term Agreement.  To draw-up training plan for unionized employees along with the departmental managers, ensure its implementation, and assess the effectiveness of the training inputs.  To conduct domestic enquiries for unionized employees in compliance with the legal procedures.  To negotiate with the Trade Union Office Bearers/Delegates on departmental issues.  To determine the manpower requirements for unionized workmen with different permutation and combinations using different variables like machine-mix, crewing pattern, PQB, efficiencies, retrial pattern.  To prepare budgets for Production Salaries and Wages as well as analyze trends in various components of wages.  To effectively design and implement communication packages for unionized employees in a cost conscious manner.  To recruit, induct and place unionized employees as per laid down guidelines and procedures.  To assist in recruitment of G level managers as and when required.  To ensure compliance with all Labor Laws and statutory guidelines.  To assist the HRM in Legal cases.  To prepare and monitor Management EB budget.  To ensure smooth functioning of the Time office.  To ensure error free calculation & smooth disbursement of wages  To ensure proper implementation and sustenance of incentive system.  To create and infuse new work culture amongst the workers through regular competitions, social activities etc.  To comprehend and analyze the critical factors in a LTA.  To implement the agreed upon terms in an LTA on the shop floor.   To prepare reports on areas related to HR.  KNOWLEDGE & SKILLS:  Knowledge:  Thorough knowledge of all people-related issues in the factory.  Comprehensive understanding of the Long Term Agreement including all work norms and work systems.  Thorough knowledge of the Factory Standing Orders  Thorough understanding of domestic enquiry procedure  Comprehensive knowledge of all components of wages  Thorough knowledge of all labor laws relevant to manufacturing units.  Skills:  Managerial:  Ability to understand people related issues   Ability to develop a system for identifying training needs and evaluating training imparted to unionized employees   Ability to analyze trends in various components of wages  Ability to monitor the implementation of HR systems in the factory for unionized employees and review its effectiveness   Ability to plan, co-ordinate recruitment process for unionized employees.  Behavioral:  Ability to identify and pre-empt potential people related problems  Ability to plan communication in a systematic manner and get feedback on the effectiveness of communication.  Resource management  Influencing skills  Inter-personal skills  KEY SUCCESS FACTORS:  Develop good inter personal relations with unionized employees.  Understanding of socio-cultural and political dynamics with respect to unionized employees in the factory.  Ability to design wages and salaries keeping in mind the long term cost implications.  Ability to convince the Union office bearers & Managers through assertion and logic in communication.  Ability to utilize Negotiation as a tool to gain advantage in critical issues.
