ARMMAN is a secular; India based non profit organization committed to improving the well being of pregnant mothers, newborn infants and children in the first five years of their life. We design and implement sustainable interventions to reduce maternal, neonatal and child mortality and morbidity in underprivileged urban and rural communities in India. Our approach is to identify and address systemic gaps in both health services delivery and community health care seeking practices by adopting a multi sectoral evidence based 'community needs assessment' approach. The core programs of ARMMAN make innovative use of technology to develop viable interventions and to maximize outreach.

JOB PURPOSE

The Research, Monitoring and Evaluation Manager will provide research, monitoring and evaluation support to the entire program. The Manager will take the lead on implementing research and evaluation strategies, improving programme monitoring systems and processes, monitoring programme performance, and building research, monitoring and evaluation capacity across the programme. The Manager will ensure that high quality data and outcomes of programme research, monitoring and evaluation are systematically generated for the team's use in improving the design and delivery of ARMMAN high quality programmes.

PRIMARY DUTIES AND RESPONSIBILITIES

Research

- Support for developing new research concept note and grants.

- Build on identified opportunities to support the design and implementation of research in accordance with ARMMAN's vision and approach to development, and in ARMMAN strategic direction.

- Manage Research studies in the field of Public Health. S/He will undertake the following key tasks with minimal support/supervision; Data acquisition and extraction, data analysis (quantitative and qualitative), data presentation, desk research and literature review, survey and consultation design, in-depth qualitative interviewing (telephone and face-to-face), reporting and presentations.

- Contribute to writing publications, reports, articles and other research material and ensure ARMMAN's research is published in globally recognised publications.

- Dissemination of Research Findings in different forum and ensure learning has been incorporated in program design.

Programme performance monitoring

- Support and Manage development, implementation and improvement of ARMMAN M&E strategy, systems and operational plans. Provide technical inputs whenever required to improve program.

- Coordinate with programme team to ensure that data collection and analysis from field visits are standardised across programmes to feed into programme performance monitoring.

- Lead on conducting data quality assurance and verification process to ensure that accurate and verifiable reporting data or results are captured.

- Working closely with the programme teams, design and implement M&E reviews such as baseline/midline / project end and other surveys and impact based case studies.

- Drawing on monitoring and analysis of key programme performance and management indicators, provide professional input to management reports, including relevant sections of the annual reports.

- Support the compilation of internal and external reports and program documentation as necessary.

Evaluation

- Ensure designing suitable evaluation strategies and methods for all the programs, when relevant drawing on the know-how of knowledge institutions, in compliance with the ARMMAN's strategy.

- Monitor and ensure the quality of the fieldwork and data management during the implementation phase, and the quality of the analysis and ease of understanding during the report writing phase.

- Disseminate evaluation and research findings and recommendations to the intended audiences in user-friendly methods. In particular, support programmes to ensure that effective participatory feedback is provided to community and civil society stakeholders.

- Monitor and ensure that a management response to the findings and recommendations of the evaluation is completed, recorded, and followed up for implementation.

- Undertake lessons-learned reviews on successful and unsuccessful Research, M&E practices and experience at all level, and ensure they are shared as appropriate. Similarly, pay attention to Research, M&E knowledge sharing networks to identify innovations and lessons learned that may be relevant for the ARMMAN team and implementing partners to improve their Research, M&E function.

QUALIFICATIONS

- A minimum of 6-7 years of experience in research, monitoring, and evaluation with Post Graduate degree or equivalent in social sciences, statistics and or social research;

- Experience in developing and implementing Research, M&E systems and frameworks in an NGO environment;

- Sound understanding on formative/summative design; research techniques, sampling and, impact evaluation design (RCT, Quasi Experimental Design etc.) and implementation;

- Strong computer skills and data management with statistical software i.e. SPSS, STATA, ATLAS etc.;

- Ability to work collaboratively and as part of a team;

- Skilled in handling data and the ability to analyse and synthesize data and evidence from different sources;

- Ability to present complex information effectively to a range of audiences;

- Ability to build capacity of others, facilitation, coaching and training skills;

- Effective written and verbal communication skills in English, Hindi;

- Sound understating of writing papers and have published papers in National and International Journals;

- Excellent analytical skills, creative thinking, problem solving and decision-making skills.

REMUNERATION

It will be commensurate with experience and as per the current industry standards in the development sector.
