Summary :  Manager-Finance would be responsible for developing the overall financial strategy for APCRDA, undertaking financial planning, support the implementation of the financial strategy and develop and manage the internal reporting systems. One of the prime responsibility of the Manager would be towards planning the financing of the multi-billion dollar Amaravati greenfield Capital city development.  The Manager would be collaborating with various stakeholders across including the funding agencies, officials and bureaucrats within the Govt. machinery and the various Consultants engaged by APCRDA to deliver on these responsibilities. The Manager would be reporting to the Additional Commissioner-Finance and would have an Assistant Manager reporting to him/ her.  Key Responsibilities :  Financial Strategy :  - Support in developing overall funding strategy for the development of Amravati  - Understand the strategy and plan for implementation of the overall strategy  - Undertake benchmarking studies to suggest areas of potential improvement   - Track and report latest trends in financing of urban development projects   - Engage with the various consultants working for APCRDA  - Analyse financial results of APCRDA and suggest ways to improve  Financial Planning :  - Develop Capital budgeting Strategy for CRDA and manage the capital budgeting process  - Develop project Cash flows for the various projects undertaken by CRDA  - Develop plans to meet the operational expenditures and the debt servicing requirements  - Plan the availability of funds to meet the overall cash-flow requirements   - Improve Capital investment decisions  - Engage with various stakeholder to undertake cost reduction analyses for APCRDA  Project appraisal & structuring :  - Undertaken new project appraisals covering financial analysis & viability  - Assist in preparation of DPRs for seeking funding approvals from various Govt. agencies  - Structuring of new projects including PPPs  - Prepare bankability analysis of projects for fund raising  Reporting :  - Monitor projects and flag off deviations   - Compile key financial metrics and prepare reports  - Collate data and undertake scenario analysis  - Develop appropriate project reporting & reviewing systems   - Develop and review formats for MIS Report and ensure that they are suited to decision making  - To integrate the MIS Reports with the Systems/ERP  - Create additional analyses and reports as required   Work experience :   - Should have experience in global/corporate finance industry & Government, Infrastructure & finance advisory, documentation, project appraisals for Infrastructure projects & stake holder management.   - Experience working with directly/ indirectly Multilateral and Bilateral agencies would be preferred  - Experience working in developing financial strategy, preparing organization wide financial plans, undertaking capital allocation and capital budgeting exercises, forecasting cash flows, analysing the financial statements, structuring projects and preparing MIS reports / financial analysis reports would be preferred  - Experience working in the Infrastructure development. Real estate, urban development and Government would be preferred  - Good spoken and written communication skills  - High integrity and openness combined with commitment to good governance  - Ability to handle high levels of pressure and critical decision-making  Education :  Chartered Financial Analyst (CFA Institute, USA) or Chartered Accountant (ICAI) along with any under graduation degree  Competencies required :  Tools : MS Excel,MS PowerPoint and other relevant Financial planning software  Financial Analysis : Sound understanding of statements, ability to prepare financial models  People skills : Motivating, developing, and directing people as they work, identifying the best people for the job.  Date and location of joining : Immediate joining, Vijayawada  - The APCRDA offers a unique opportunity to work with a government organisation working under the direct leadership of Hon- ble Chief Minister of Andhra Pradesh.
